购房知识
一、房产权属知多少
我国的房地产市场正处于从计划体制向市场体制过渡的时期，在这个时期，市场上的房地产存在着多种不同的权属状态。北京作为首都，各种机关、团体和企事业单位隶属关系复杂，适用政策各不相同，更增加了房地产权属的多样性。
下面对北京市住房市场的房地产权属形态做一个简单介绍，供读者在买房过程中参考。
1、 商品房
指直接从开发商手中购买的房产，这种房屋的建设用地一般是通过出让的方式获得，开发商在取得土地使用权时向国家支付了土地出让金，个人在购买房产时，房价里亦包含了土地出让金，再转让时，不用再补交土地出让金，买卖双方只负担规定的税费即可，这种产权即俗称的"大产权"。以海淀区为例，此类产权房的房产证编号为"海私字第号"。
在二手房市场上，已经转让过的"小产权"房以及以市场价购买的公有住房，再转让时，等同于商品房（"大产权"房）。已经转让过的"小产权"房的房产证编号为"海私移字第号"。
2、 已购公房
指在房屋改革过程中，已经购买为私人产权的原公有住房。此类房屋的建设用地大多是以划拨的方式取得的，原单位未支付土地出让金，个人购买时房价里也没有包括土地出让金。再转让时，得补交土地出让金。俗称"小产权"。根据购买时支付的价格不同，有以标准价购买和以成本价购买之分。以成本价购买的房屋，其房产证编号为"海私成字第号"。以标准价购买的房屋，其房产证编号为"海私标字第号"，转让时须再补交6％的价款后方能和以成本价购买的房屋一样出售。
3、 经济适用房
经济适用房也是直接从开发商手中购买、因此是一种特殊的商品房。与一般的商品房相比，政府免收了土地出让金（个人购买时房价也没有包含土地出让金），减免了开发商的一些税费，限制了开发商的利润率，因此房价偏低。同时限制了购买人群，只有符合一定条件的人才能购买。再转让时，购买人不再受限，但是得补交土地出让金。从这个角度上讲，经济适用房应属于"小产权"。
4、 直管公房
指属于北京市直接管理的已购公房。根据目前的政策，直管公房可以上市交易，原产权单位不得阻挠，交易过户手续的办理及交易税费比较明确。
5、 自管公房
指中央直属或企事业单位自管的已购公房。根据目前的政策，自管公房经原单位同意的可以比照直管公房上市交易，事实上，中央直属的一般都不能上市交易，带"国字头"的企事业单位自管公房，有的单位同意上市，有的则不行。
6、 使用权房
指市民租住公有住房，因此享有使用权的房屋。使用权房的转让，目前还只是试点，相关手续及税费不是很明确。
7、 二手房
通俗点说，二手房即个人（也可能是单位或组织）购买之后再卖出来的房屋。主要是区别于开发商直接卖出的房（即"一手房"）。前述各种权属状态的房屋都可以成为二手房。
由于二手房市场上已购公房的交易量比较大，许多人甚至误以为二手房就是已购公房，其实，二手房中的商品房所占比例越来越大。与已购公房相比，二手商品房一般比较新，户型结构更合理，价格相比于同类一手房优势更为明显，许多房主由于特殊原因出售，即使刚买从未住过，出售时也比市场价低出许多。许多时候，买同一个楼盘（或同类型）的一手商品房，远不如买一套二手商品房。
目前，一些大型的、有实力的房地产经纪公司已看好二手商品房这一极具发展潜力的市场，信一天房地产经纪公司还专门成立了商品房部，主要从事商品房转让的代理、居间业务。
二、不同类型房产上市有区别
某人购买的经济适用房快5年了，想上市出售。另外他亲戚的房改房也想上市出售，那么经济适用房和房改房在上市交易的问题上，和普通的商品房到底有哪些不同之处呢？
据介绍，房产的类型可以通过产权证的不同加以区分。目前北京市居民手中所拥有的房屋产权证书基本上有三种：普通商品房、经济适用房、房改房。这三种产权证书在本质上是没有区别的，都是购房者拥有房屋所有权的合法书面凭证，其财产权利受国家相应法律法规的保护和规范。但是在使用和交易方面就有不同了。
1、 商品房的上市问题
完整的房屋所有权包括四个部分：房屋使用权、占有权、处置权和收益权。普通商品房拥有全部的这四项权利，在不违反法律规定的情况下，可以自由地转让、出租或赠与，不受任何单位或个人的限制和干涉，其收益全部归个人所有，购买人除税费外不需要交其他的费用。
2、 经济适用房的上市问题
根据北京市的规定，职工个人购买的经济适用房，房屋产权归职工个人所有，已取得合法产权证书，即可依法进入二级市场上市交易。上市后，其收益全部归个人所有。这就是说，经济适用房的产权证书所拥有的权利和普通商品房基本一样，不同之处是，对于已经住满5年的经济适用房，业主现在可以依照目前市场价格进行出售，但出售后业主需按房屋成交额的10%补交综合地价款。对于尚未住满5年的经济适用房，政策规定不允许按市场价格出售。因此，确需出售此类经济适用房的业主，只能以不高于购买时的单价出售，并且只能出售给符合经济适用住房购买条件的家庭或由政府相关部门收购。
3、 房改房上市的问题
比较复杂，因为房改房产权证基本可分为两种：按成本价购买的产权证(下简称成本价)和按标准价购买的产权证(下简称标准价)。
拥有成本价的产权证说明该房屋的使用、占有、处置的权利全部归产权人所有，不需经过原产权单位同意就可处置，但该房屋不能办理赠与，在收益权上受到一定的限制。按照现行的规定，成本价的产权人可选择两种收益方式：1、直接上市进行交易，由购买人补交土地出让金或相当于土地出让金的价款。按照这种方式的话，房屋售价每平方米超过4000元以上的部分，产权人要和原产权单位进行收益分成。2、产权人先将成本价房变为商品房然后再上市交易，具体操作是由评估部门对房屋进行评估，然后按照市场评估价的3%到房管部门补交土地出让金，再凭补交手续到房管局权属登记部门办理变更手续。这样，成本价产权证就变成商品房产权证了，这种情况下，售房款除税费外，收益全部归产权人所有。
拥有标准价的产权证说明该房屋的使用、占有权归产权人所有，而在处置权和收益权上就受到很大的限制了，标准价的房屋也不能赠与。首先，标准价的产权证只能说明产权人对该房屋拥有部分产权，原产权单位拥有其中部分价值份额，产权人要想上市交易，原产权单位拥有优先购买权。如果原产权单位放弃优先购买权，售房款在扣除税费后，由产权人和原产权单位按照房屋所有权份额比例进行分成。产权人也可以向原产权单位补齐标准价和成本价的差额，将标准价变成成本价，就可以拥有房屋全部产权了。
三、产权证的种类，办理产权证的五个程序
1、产权证分哪几种？
房屋权属证书包括《房屋所有权证》、《房屋共有权证》、《房屋他项权证》或者《房地产权证》、《房地产共有权证》、《房地产他项权证》。
（1）《房屋所有权证》
是房屋产权登记机关颁发给权利人的法定凭证，权利人依法凭证行使房屋的所有权。
（2）《房屋共有权证》
是房屋产权登记机关颁发给两个或者两个以上的权利人的法定凭证。共有的房屋，由权利人推举持证人收执《房屋所有权证》。其余共有人各执房屋共有权证书一份。房屋共有权证书与房屋所有权证书具有同等法律效力。
（3）《房屋他项权证》
是房屋产权登记机关颁发给抵押权人或者典权人等他项权利人的法定凭证。房屋他项权证书由他项权利人收执。他项权利人依法凭证行使他项权利，受国家法律保护。
2、办理产权证的五个程序 :
房地产登记一般分为五个程序，即登记收件、勘丈绘图、产权审查、绘制权证、收费发证。
（1）登记收件
产权登记的第一程序就是登记收件。登记收件表示主管机关接受产权人主张权利的申请。因此，产权人必须填写申请书，并交验有关证明、证件，经审查符合登记条件的，予以收件，即接受申请书，收存需要进一步审查的有关证明、证件。
（2）勘丈绘图
它是对已申请产权登记的房地产逐户、逐处进行实地勘察，查清房地现状，丈量计算面积，核实墙体归属，绘制分幅平面图，补测或修测房屋分幅平面图，为产权全面审查和制图发证提供依据。
（3）产权审查
对申请登记的房屋，经过认真细致的实地勘察和丈量制图，掌握了房屋全部实况资料以后，即可转入产权审查。
产权审查是以产权档案的历史资料和实地调查勘察的现实资料为基础，以国家现行的政策、法律和有关的行政法规为依据，对照申请人提交的申请书、墙界表、产权证件、证明，逐户、逐栋认真审查其申请登记的房屋产权来源是否清楚，产权转移和房屋变化是否合法等整个复杂细致的工作过程。
（4）绘制权证
对申请人申请的房地产，经过审查确认可以颁发产权证后，应及时转入制权证阶段。这个阶段的主要工作是绘制应颁发的产权证件。
（5）收费发证
它是产权登记发证工作最后程序，要求把应收的登记费收缴入库，把应发的权证发放到所有权人手中。
四大名石基本知识
一、寿山石
福建省福州市北郊40公里有一个名叫“寿山”的小山村，寿山石矿脉分布在小村四周的群山溪野间，明朝以后，寿山石开始应用于印章材料。寿山石的特点是，其质洁净如玉，柔而易攻，备受篆刻家们的赏识。
壽山石礦床分布於福建省福州市北郊壽山村周圍群巒、溪野之間，西自 旗山，東至連江縣隔界，北起墩洋，南達月洋，約有十幾公裡方圓。 壽山石屬火山熱液交代（充填）型葉臘石礦床，根據地質研究，距今 1.4億萬年的侏羅紀，由於火山噴發，形成火山岩（火山碎屑岩），其后，在 火山噴發的間隙或噴發結束之后，伴有大量的酸性氣、熱液活動，交代分解 圍岩中的長石類礦物，將K、Na、Ca、Mg和Fe等雜質淋失，而殘留下來的較穩 定的Al、Si等元素，在一定的物理條件下，或重新結晶成礦或由岩石中溶脫 出來的Al、Si質溶膠體，沿著周圍岩石的裂隙沉澱晶化而成礦。
